Public-private land partnerships enable growth

Public land can unlock underutilised areas, stimulate regeneration and drive sustainable investment.

The South Coast’s very own investment entity, South Coast Tourism and Investment Enterprise (SCTIE), says well located public land when made available through structured and transparent public–private partnerships, can significantly lower entry barriers for investors, while ensuring that long term public value is retained.

According to SCTIE, this can be achieved through carefully designed development frameworks, lease agreements and revenue-sharing models that balance commercial returns with developmental impact.

The strategic use of government owned land has been identified as a key catalyst for unlocking private sector investment and accelerating inclusive economic growth on the KZN South Coast.

CEO of SCTIE, Dr Vusumuzi Sibiya, said: “Government land should not be viewed as a dormant asset, but as a powerful enabler of growth. By strategically deploying public land through partnerships with the private sector, we can unlock investment opportunities that create jobs, revitalise communities and ensure that development outcomes are aligned with our broader economic and social objectives.”

SCTIE notes that this approach enables the public sector to crowd in private capital, fast-track catalytic developments and guide land use outcomes in line with spatial planning and economic development priorities.

When supported by sound governance and equitable risk-sharing arrangements, public land can unlock underutilised areas, stimulate regeneration and drive sustainable investment.

SCTIE emphasised that transparent processes and investor certainty remain central to the success of this model, ensuring confidence from the private sector while safeguarding public interest.
