EMPD officials were conducting routine patrols when they received information about two suspicious-looking males in Selection Park.
The officers soon spotted the pair, who were both carrying bags, walking along Van Aardt Road.
When the duo spotted the EMPD vehicle, they fled into an open field.
Officers Louis Els and Louwtjie du Toit gave chase and caught one of the suspects.
The other was captured after an intensive search of the area with the help of the community.
The EMPD found stolen goods to the value of R20 000 in their possession.
It is believed the pair had broken into a house in Coaton Avenue, Selection Park, earlier that day.
Springs police spokesman Capt Johannes Ramphora says the teenager and his 24-year-old accomplice were arrested for possession of stolen goods, house break-in and robbery.
