Four people were taken to eMalahleni Private Hospital after they were struggling to breathe after being hit with pepper spray.
On Tuesday, March 7 an unfortunate incident occurred between a women and security guard, after she appeared to be unruly that morning at the entrance of the municipality.
It is alleged that the security guard was trying to move the women who was allegedly trying to block members of the public who came to either pay for their services or to make arrangement with the municipality.

Council employees being assisted by ER24 paramedics after the pepper spray incident at the Emalahleni City Council on Tuesday, March 7.
It was further alleged that when the woman resisted attempts to remove her, the security guard responded by using pepper spray, which unfortunately affected people and staff members who were on the ground floor.
The matter was reported to the management of the security company and the guard has since been withdrawn.
“We have instituted an investigation and we will report back once all facts have been gathered. Who would like to extend a sincere apology to all members of the public and staff members who were affected by this incident,” said Mr Kingdom Mabuza spokesperson from Emalahleni City Council.
