DA calls out faulty revenue billing systems

Incorrect municipal billing has bothered KZN residents for too long

INACCURATE municipal billing has been a thorn in the flesh for many KZN residents.

The DA has called on the KZN Department of Co-operative Governance and Traditional Affairs (Cogta) to investigate the matter and implement a strategy to ensure appropriate management of the municipal revenue system.

DA KZN spokesperson on Cogta, Chris Pappas, said most municipalities in the province fail to provide a fair and functional billing service to residents.

According to a survey conducted by the DA, about 47 per cent of respondents receive estimated bills, while 26 per cent reported their water meters were never read.

The party said 86 per cent of residents claimed their municipalities did not respond to complaints efficiently and effectively.

‘Around 19 per cent of respondents have received incorrect bills more than once, while 12 per cent say every statement is wrong,’ said Pappas.

‘This finding is supported by our councillors who are inundated monthly with complaints about incorrect and unfair municipal bills.’

Furthermore, 52 per cent said municipal dispute resolution processes did not work, while 71 per cent indicated they were not aware of any debt relief programme within their municipalities,’ he said.

KZN Cogta MEC, Sipho Hlomuka, responded to the party, saying the department reviewed municipalities’ credit control and debt collection policies to ensure sound practices.
