The notice is hereby given in terms of the Environmental Impact Assessment (EIA) Regulations published in the GNR 983 and GNR 985 of 2017; in terms of section 24(5) of the National Environmental Management Act, 1998 (Act No 107 of 1998) as amended. The Water Use Licence Application (WULA) in Terms of Section 21 of NWA (ACT 36 OF 1998) Water Use Authorisation.

Therefore, Emvelo Quality and Environmental Consultant has been appointed by Eyethu  Engineers on behalf of the King Cetshwayo District Municipality to undertake the EIA and WULA for the: Kwahlokohloko SSA1 Phase 1H: Upgrading of Raw Water Supply Pipeline to Phobane WTW and Upgrading of Phobane WTW, within Ward 27 of uMlalazi Municipality, King Cetshwayo District, KwaZulu Natal.

APPLICABLE LEGISLATION

The proposed development triggers the need for an Environmental Authorization in terms of the following Listing Notice 1 of the 2017 EIA Regulations: Listing Notice 1, Activity 19 of GNR 983, Also, In Terms of Section 21 of National Water Act (ACT 36 OF 1998) Water Use Authorisation; Section 21 (c) and 21 (i).

PROJECT DESCRIPTION

The proposed development will comprise of the following components; Construction of new 895m (1000Ø) Raw Water Supply pipeline to convey 760 ℓ /s (35Mℓ /day) Raw water supply from Goedertrouw dam outlet works to Phobane WTW. This will involve a duplicate pipeline for redundancy (existing pipeline to thereafter be abandoned). Construction of a tie-in to the Goedertrouw Dam outlet works, new 80Ml/day inlet works, construction of New 4x flocculation channels (approximately 50M ℓ /day) and construction of two (2) New clarifier of 15Mℓ /day each. There will be a new 32M ℓ / day, 8 module filter bank including backwash system, upgraded sludge treatment including sludge thickening, storage and disposal and upgrading pre and post chemical storage and dosing.

Phase 1H will increase the overall production capacity of the treatment works to 50Ml/day, some parts will be constructed to serve the eventual 80ML/day, initially the actual production will be limited to 38Ml/day on the current water use license until the application for increased abstraction is made.

Lapha kukhishwa isaziso sesicelo sokugunyazwa ngokwezemvelo (EIA) ngokwemibandela yomthetho uSection 24(5) we-National Environmental Management Act (NEMA) ka 1998, (Act No.107 of 1998) kanye nomthetho oshicelelwe wokulawula ezemvelo (EIA Regulations). Kanye nesahluko 21 Somthetho Olawula Ezamanzi (Section 21 of NWA Act 36 of 1998).

UMSEBENZI OHLONGOZIWE

Umasipala wesifunda i King Cetshwayo District Municipality (KCDM) uhlongoza ukwenziwa kangcono kwepayipi lokuphakela amanzi kanye nokuthuthukiswa kwesihlanzimanzi (Water Treatment Works) esisendaweni Kwahlokohloko ku Ward 27 ngaphansi komasipala uMlalazi Local Municipality.

Lentuthuko ihlongozelwa ukunyuswa komthamo wamanzi ukuze kuzophakelwa izindawo zase Mthonjaneni, Kwahlokohloko nase nkabeni yedolobha Eshowe ngamanzi anele. I KCDM ihlongoza ukwakhiwa kwepayipi lamanzi (Raw Water Supply pipeline) elingama 895m ubude, 1000Ø ubukhulu elizohambisa izigidi ezingu 35 zama litha amanzi ngosuku (35Mℓ /day). Lelipayipi lizosuka edamini I Goedertrouw dam liye kwi shlanzimanzi sase Phobane. Ukufakwa kwe Tie In edamini I Goedertrouw Dam outlet works lapha okudonswa ngakhona amanzi. Ukwakhiwa kwe Inlet works engaphatha amanzi azigidi ezingamashumi ayisishayiga lombili ngosuku (80Ml/day). Ukwakhiwa kwama flocculation channels amane, azophatha amanzi angu 50ml ngosuku. Ukwakhiwa kwamaclarifies amabili azophatha amanzi angu 15ml ngosuku. Ukwakhiwa kwama module filter bank ayisishayigalombili (8) ahambiselana ne backwash system. Ukuthuthukiswa kwe Sludge Treatment kanye ne nokuthuthukiswa kwendawo yokugcinwa kwama chemicals okuhlanza amanzi.
