Abolishment of ‘unconstitutional’ cadre deployment welcomed

Cadre deployment done away with to professionalise public service

CADRE deployment at a municipal level is not only unconstitutional, it has a catastrophic impact on service delivery.

This is the view of KZN South African Local Government Association (Salga) chairperson Thami Ntuli, who welcomed cabinet’s adoption of a framework to professionalise public service by doing away with cadre deployment.

“Cadre deployment inflicts deep-rooted economic growth and development setbacks on local government,” said Ntuli.

“Considering this, the Salga leadership in the province is adamant that a professionalisation framework for public service is essential in mitigating, among others, service delivery issues in the government sphere.”

From 3 to 4 November, Salga is set to host a Provincial Members Assembly at uMfolozi Casino, attended by provincial leaders. It’s here that Salga will table the professionalisation framework, developed in collaboration with the Institution for Local Government Managers (ILGM).

Mayors, speakers, municipal managers and CFOs will be deliberating resolutions to ensure that:

Politicians are not appointed and do not occupy administrative positions

Employees in local government are not allowed to hold political office

Political interference in administration is outlawed and treated as misconduct

Managers must be a member of a professional body and maintain such membership for the duration of their employment

A professional body for local government managers is empowered to act against professional conduct by managers.
