Tardy progress at uMhlathuze soccer stadium

The slow rate of progress at the uMhlathuze city soccer stadium could be linked to cash flow issues.

While much of the rebuild is near completion and finishes are being applied in some sections, there is still some major work outstanding, especially with regard to the new roof.
