Minister insists B-BBEE remains imperative, critical redress instrument
Trade, Industry and Competition Minister stresses need to close gaps that weaken the application of B-BBEE

Amid ongoing discussions on South Africa’s economic outlook and the global trading environment, Broad-Based Black Economic Empowerment (B-BBEE) remains a central pillar of the country’s constitutional democracy and reconstruction agenda.
This was the message from Trade, Industry and Competition Minister Parks Tau during his address at the Ahmed Kathrada Foundation Legacy Breakfast in Pretoria on Wednesday.
Tau cautioned that it would be a ‘travesty’ for South Africans to consider themselves free solely based on the right to vote.
True freedom, he said, would only be realised once citizens are liberated from economic exclusion and discrimination.
“South Africa remains an unequal society. That is our reality, and until we address it, redress measures remain necessary within our economy. We must confront the limitations in both policy and implementation,” said Tau.
He stressed the need to close gaps that weaken the application of B-BBEE, warning against diluted outcomes.
Rather than questioning the policy’s relevance, Tau argued that focus should shift towards strengthening implementation and measuring tangible impact.
“We must ask how we broaden participation, improve access to capital, and ensure more South Africans benefit meaningfully from the economy,” he said.
Tau added that the current review process should prioritise equity and participation in B-BBEE transactions, expand industrialisation and build capacity among black entrepreneurs.
He concluded by noting that South Africa is showing signs of growth, buoyed by renewed economic optimism, but emphasised that inclusive development must remain at the centre of that progress.
