NOTICE OF ENVIRONMENTAL IMPACT ASSESSMENT PROCESS FOR CONSTRUCTION OF 20 MVA MDUKU SUBSATION AND 132/22 KV POWERLINE LOCATED ON THE REMAINDER OF PORTION 2 OF FARM RESERVE NO.1, NO.7638, HV, WITHIN THE BIG 5 HLABISA LOCAL MUNICIPALITY, KWAZULU-NATAL PROVINCE. Notice is hereby given in terms of Regulation 41 published in Government Notice No. R326 under chapter 6 of the National Environmental Management Act (Act No. 107 of 1998) as amended, of the intention to comply with the Standard for the Development and Expansion of Power Lines and Substations within Identified Geographical Areas. The Standard has been adopted in terms of section 24(10)(a) of NEMA to allow for the exclusion, in terms of section 24(2)(d) of NEMA. The Registration is for the proposed Construction of the 20 MVA Mduku Substation and 132/22kv Powerline. The application will be submitted to the Department of Forestry, Fisheries and Environment (DFFE). PROJECT DESCRIPTION AND LOCATION Asande Projects Consulting & Engineering (Pty) Ltd has been appointed by The Big 5 Hlabisa Local Municipality on Behalf of Eskom SOC Limited for the proposed construction of a new 20 MVA Mduku Substation and 132/22 KV Powerline located on the remainder of Portion 2 of Farm reserve No.1, No.7638, HV in ward 1 and 3 of The Big 5 Hlabisa Local Municipality, under uMkhanyakude District Municipality in KwaZulu- Natal Province. The project aims to cater for electricity needs within the Local Municipality in response to the anticipated growth and planned developments for Hluhluwe Township. The proposed project entails the construction of a 20 MVA Mduku Substation, 132/22kv Powerline and its associated infrastructure. LEGISLATIVE REQUIREMENTS FOR THE PROPOSED PROJECT The proposed project triggers listing notices listed under the NEMA, Environmental Impact Assessment (EIA) Regulations (GN R324, and GN R327) of 2017, as amended: According to the NEMA EIA Regulations 2014, as amended, a Basic Assessment (BA) is required for the project based on the following triggered activities: GN R. 327 of 2017 (Listing Notice 1):

The Draft Sensitivity Report and EMPr will be available for review and comments from 22 July to 26 August 2026.
