Radical economic transformation for inclusive growth
Capital Budget
The City has invested over half a billion on Capital Expenditure which focuses on providing infrastructure. For 2017/18 an amount of R343 million has been appropriated for the development of infrastructure which represents 66 per cent of the total capital budget. In the outer years this amount totals R388 million, 68 per cent and R 445 million, 81 per cent respectively for each of the financial years. Water infrastructure receives the highest allocation of R90 million in 2017/18 which equates to 26 per cent followed by road transport at 26 per cent, R88 million, waste water infrastructure at 23 per cent, R80 million and then electricity infrastructure at 23 per cent, R80 million.
Total new assets represent 37 per cent or R 192 million of the total capital budget, asset renewal equates to 21 per cent or R 111 million and upgrade of existing assets 8 per cent or R 40 million.
Operating Budget
The City’s Operating expenditure framework for the 2017/18 budget and MTREF is informed by the following:
- Given that one of the primary drivers of this budget is to keep tariff increases with the inflationary envelope of 6 per cent, expenditure allocations in excess of the 2016/17 Adjustments budget are very limited;
- Funding of the budget over the medium-term is informed by Sections 18 and 19 of the MFMA;
Repairs and Maintenance are prioritized to ensure sustainability of the City’s infrastructure. 18.5 percent of total operating expenditure has been budgeted for Repairs and Maintenance.
Supply Chain Management
On 13 July 2016 Council took a resolution to amend the Supply Chain Management policy to address among other things:
To spend a minimum of 40% (forty percent) of its annual procurement budget with Historically Disadvantaged Individuals (HDIs) e.g. youth, women, people with disabilities within the jurisdiction of the City of uMhlathuze, through the application of Preferential Procurement Policy and relevant policies.
- 40% Youth
- 40% Women
- 20% People with disabilities
We therefore urge all business youth, women, and people with disabilities to make sure that their companies are registered with the Municipality, Central Supplier Database, Receiver of Revenue, CIDB to name a few.
Tariffs
The Honourable President of the Republic of South Africa has said in his 2017 State of the Nation address, load-sheding is the thing of the past.
Eskom has gained stability in providing electricity. The electricity tariff increase approved by NERSA is at its lowest in 5 years. Service Revenue from Water has dropped significantly due to reduction in usage from the effects of the down-turn in the economy in the last few years and a reduction in consumer behavior, due to drought restrictions.
Council has considered all the economic challenges that our consumers are faced with, and have therefore approved tariffs that are considered affordable for the 2017/18 financial year.
The City continuously provides social support to indigent and poor households. We provide relief on a targeted basis to specific households whose socio/economic circumstances are dire. These cases are registered and managed by dedicated Municipal staff on an on-going basis.
In closing, we are presenting this budget at a time when our economy is challenged. It is however our aim to remain vigilant in improving the lives of our citizens in uMhlathuze. We therefore call upon all people of uMhlathuze, including business to assist the municipality in making the City attractive to investors so that our economy can improve.
We all know that we have drought so let’s conserve the water that we have.

Eminyakeni engaphambili lesi samba besiyizigidi ezingamakhulu amathathu namashumi ayisishiyagalombili nesishiyagalombili zamarandi (R388 million), amashumi ayisithupha nesishiyagalombili amaphesenti nezigidi ezingamakhulu amane namashumi amane nesihlanu zamarandi (R445 million), namaphesenti angamashumi ayisishiyagalombili nanye onyakeni ngamunye wezimali. Ukuhlinzekwa kwamanzi kuthola uxhaso olukhulu ngezigidi ezingamashumi ayisishiyagalolunye zamarandi (R90 million) onyakeni ka-2017/18 okulingana namashumi amabili nesithupha amaphesenti kulandele ezomgwaqo ezingamashumi amabili nesithupha, okwenza izigidi ezingamashumi ayisishiyagalombili nesishiyagalombili zamarandi, kulandele ukuhlinzekwa kwamanzi asebenzile okume emashumini amabili nantantu, okwenza izigidi ezingamashumi ayisishiyagalombili zamarandi (R80 million) bese kuba ukuhlinzekwa kukagesi okume emashumini amabili amaphesenti, okwenza izigidi eziyisishiyagalombili zamarandi (R80 million).
Impahla yonke yoMkhandlu isiphelele ingamashumi amathathu nesikhombisa wamaphesenti noma ikhulu lezigidi namashumi ayisishiyagalolunye nambili (R192 million) wesabelo-zimali oluphelele, kanti ukuthengwa kwempahla yoMkhandlu khona kulingana namaphesenti angamashumi amabili nanye, noma ikhulu neshumi nanye lezigidi zamarandi (R111 million) nokuthuthukiswa kwemphahla yoMkhandlu ekhona njengamanje okumi kumaphesenti ayisishiyagalombili, noma izigidi ezingamashumi amane zamarandi (R40 million).
Isabelo-zimali Okusetshenzwa Ngaso
Uhlaka lwesabelo-zimali lwesikhashana lweDolobha lonyaka ka-2017/18 luhleleke ngale ndlela elandelayo:
- Okuhamba phambili kuhlahlo-mali yinani lentela ekhokhwayo yenyusela umklamo wokusebenza kwemali kumaphesenti ayisithupha, izindleko ezabiwe onyakeni ka-2016/17. Lokhu kuchaza ukuthi isabelo-zimali esibuyekeziwe sinomkhawulo.
- Ukufaka izimali kwisabelo-zimali nakuhlahlo-mali lwesikhashana lwaphakathi nonyaka lutholakala ku-Section 18 no 19 lwe-MFMA.
Ukukhandwa nokubekwa ezingeni elifanele kwempahla kuhamba phambili ukuqinisekisa ingqalasizinda yeDolobha. Amaphesenti ayishumi nesishiyagalombili nengxenye wokusebenza lubekwe ezithebeni ukwenza lo msebenzi wokukhandwa nokubekwa ezingeni elifanele kwemphahla.
Umkhakha Wokukhishwa Kwamathenda
Mhla ziyishumi nantathu kuNtulikazi ngonyaka odlule uMkhandlu wathatha isinqumo sokushintsha umgomo wokukhishwa kwamathenda ukubhekelela lokhu okulandelayo:
Ukuba kuchithwe okungenani amashumi amane amaphesenti wesabelo-zimali wokukhishwa kwamathenda kulabo abanomlando wokukhishwa inyumbazane kulo mkhakha; isibonelo, abantu abasha, abesifazane, abantu abaphila nokukhubazeka ngaphansi kwesiyingi seDolobha laseMhlathuze, ngaphansi kohlelo lokubonelela labo ababekade bengahlomuli esikhathini esedlule. - Amashumi amane amaphesenti yentsha

- Amashumi amabili amaphesenti abantu abaphila nokukhubazeka
Ngalokho sinxenxa wonke amabhizinisi abantu abasha, awabantu besifazane, kanjalo futhi nawabantu abaphila nokukhubazeka ukuqinisekisa ukuthi izinkampani zabo zirejistiwe kuMasipala, i-Database yama-Suppliers, uPhiko lukaHulumeni oluqoqa intela (SARS), kanye ne-CIDB ukubala nje okumbalwa.
Intela
UMhlonishwa uMongameli weRepublic yaseNingizimu Afrika wathi kumbiko awethulela isizwe (State of the Nation Address) ngasekuqaleni konyaka, ukucima kukagesi yinto yesikhathi esidlule. U-Eskom ususimeme kakhulu ukuqinisekisa ukuthi lokhu kuyenzeka. Ukukhuphuka kwentela kagesi okuphasiswe yi-NERSA kusemazingeni aphansi kule minyaka emihlanu edlule. Inzuzo eqhamuka ekuphakelweni kwamanzi ngenxa yokwehla kwamandla omnotho ibe nomthelela ekuthini kuqiniswe umthetho wokonga kwamanzi.
UMkhandlu usubukisise ngehlo elibanzi izinselelo zomnotho abathengi bethu ababhekene nazo, ngaleyo ndlela waphakamisa intela elungele wonke umuntu onyakeni wezimali ka-2017/18.
IDolobha liyaqhubeka nokuhlomulisa izinsiza kwabahlwempu nasemndenini eyesweleyo. Sehlisa umthwalo emindenini nasemiphakathini ekhahlanyezwe isimo somnotho ontengayo. Lokhu esesikhulume ngakho kunakekelwa ngabasebenzi bethu bakaMasipala abasebenza ngokuzikhandla ukuphumelelisa lo msebenzi.
Sengivala, sethula lesi sabelo-zimali ngesikhathi umnotho wezwe lethu ubhekene nezingqinamba. Naphezu kwalokho siyosebenza ngokuzikhandla ukuba siqhubeze phambili izimpilo ezingcono zabahlali baseMhlathuze. Ngaleyo ndlela sicela bonke abantu baseMhlathuze, kanjalo nosomabhizinisi ukulekelela umasipala ekwenzeni iDolobha lethu likwazi ukunxenxa abatshali-zimali ukuze umnotho wethu uzosimama. Siyazi sonke ukuthi sibhekene nesomiso, ngakho-ke, masonge amanzi esinawo. Kosomabhizinisi, sicela ukuba sisebenze ngokubambisana ngokuba bakhokhele izinsiza abazilethelwa uMasipala.
