The Ekurhuleni Metro has revised the Indigent Support Policy, increasing the income threshold from R3 200 to R5 090 income a month (household income).
This move means more destitute people can benefit from the programme.
In a statement released by the metro it is outlined that residents who are registered indigent, are entitled to 100 per cent rebate on assessment rates.
“They will receive free refuse removal and the first 100kWh of electricity per month free, which is in line with national government policy.
“They will be entitled to first 9kl of water and sewage per month free and special rates on emergency services such as ambulance and fire-fighting, and free indigent burial.”

The statement explains for one to qualify for the indigent relief programme, the family’s combined household income – joint income from all occupants over the age of 18 years – must be less than R5 090.
“The services account must be in the name of the applicant who must be a South African citizen or in possession of a permanent residence certificate.
“The property is used for residential purposes only and the municipal value of property does not exceed maximum value as determined by Council’s assessment rates tariff policy.”

Relief will not be granted if the family receives significant benefits or a regular income above the qualification threshold or if the applicant is not the registered user of services and owns more than one property, registered individually or jointly within the metro.
There is no relief if “the applicant subleases his property to a third party during the duration of the grant period, or tampers or illegally connects or reconnects services prior to this application, until such time as the total costs, penalties, other fees, illegal consumption and any applicable tariffs and rates due to the Council have been paid in full.”
