Mtotoba, who remains released on a bail condition, faces charges of manufacturing and dealing in drugs.
His arrest comes after a bust on what was believed to be a Mandrax manufacturing facility in his home in 2019.
During his appearance, it was revealed that due to his legal representative not being present, his case was again postponed to April 16. He will then be given his regional criminal court date on the day of his next appearance.
