Ekurhuleni Speaker John Senona vows to restore stability and discipline in council

Newly elected Speaker John Senona says restoring order, strengthening accountability and rebuilding public trust are top priorities as the City of Ekurhuleni navigates political instability and coalition challenges.

The newly elected speaker of the City of Ekurhuleni, John Senona from the African Transformation Movement (ATM), has stepped into office at a critical time.

He has inherited a council marked by instability, frequent disruptions, and shifting political leadership.
It has only been three months in office, and it has not been smooth sailing. But he is committed to restoring order and rebuilding public confidence.

Senona has outlined a leadership approach grounded in fairness, discipline, and institutional integrity.

Senona said his priority is the restoration of stability and confidence in council processes. Acknowledging the turbulence that has characterised recent sittings, the speaker emphasised that residents expect the council to function effectively regardless of political divisions.

“The institution of council must remain credible and functional. My responsibility is to ensure that sittings are conducted in a fair, orderly, and disciplined manner, guided by Standing Orders and the law,” said Senona.

Central to this plan is strengthening collaboration between the office of the speaker, the chief whip, party whips, committee chairpersons, and all political parties.

The aim is to manage disagreements constructively while ensuring that governance continues uninterrupted.

Leading with impartiality in a divided political landscape

Coming from a minority party, the speaker addressed concerns about authority and impartiality in a politically fragmented council. He stressed that the power of the role lies not in party size, but in the office itself.

“Once elected, the speaker serves the institution as a whole, not a political grouping. Decisions must be consistent, fair, and based on rules, not relationships,” said Senona.

Senona. said this brings a deeper appreciation for inclusivity and the importance of ensuring that all political voices are treated equitably.

With council sittings previously marred by disruptions, the speaker has committed to reinforcing discipline and adherence to rules. Drawing from experience as chairperson of the ethics and integrity committee, the speaker highlighted the importance of consistency and accountability.

“Council must remain a platform for robust debate, but within the rules and with respect for the institution. Measures will include stricter enforcement of Standing Orders, improved pre-council engagement among parties, and a collective commitment to uphold the dignity of council proceedings,” said Senona.

Navigating coalition politics with independence

In a municipality shaped by coalition dynamics, Senona has made it clear that the office will remain independent, despite being elected with support from multiple parties. “Coalition politics is a reality, but the speaker cannot function as an extension of political agreements.

“Independence is demonstrated through consistent and fair application of the rules.”
While not responsible for resolving political disputes, Senona aims to create an environment where parties can engage constructively and ensure continuity in governance.

Strengthening oversight and accountability

A key focus area will be enhancing oversight over the executive and reinforcing accountability mechanisms.

Senona plans to ensure that committees function effectively and that governance processes are transparent and credible. Importantly, the Speaker also emphasised the need to bring the council closer to the people.

Addressing governance concerns and building trust

Amid ongoing concerns around corruption and governance, Senona underscored the importance of ethical leadership and strong institutional systems.

“Accountability must be actively enforced, not just exist on paper. We must build a culture of responsibility that restores public trust.”

Linking stability to service delivery

While the speaker does not serve in the executive, the role is seen as critical in enabling effective governance. Senona highlighted that instability in Council directly affects service delivery, slowing decision-making and weakening oversight.

“A stable council is essential for responsive governance. When Council functions properly, communities benefit,” said Senona.

Plans are also in place to take the Legislature closer to communities, allowing residents greater access to governance processes and a platform to raise concerns.

Institutional reform for a coalition era
Recognising the evolving nature of coalition governments, Senona acknowledged that while current rules provide a strong foundation, there is room for improvement.

Areas identified for potential reform include dispute management, discipline, and coordination between political parties. However, any changes will prioritise strengthening the institution rather than serving political interests.

A vision for legacy and leadership

Looking ahead, Senona hopes to leave behind a council that is stable, disciplined, and respected by residents.

“I want to contribute to rebuilding confidence in local government through accountability, ethical leadership, and meaningful public participation.”

Background and journey into leadership

Senona matriculated in 2008 and later obtained a Diploma in Business Administration, along with a qualification in Forensic Investigation from the University of Johannesburg.

Before entering politics, Senona worked in the healthcare sector with institutions such as Ampath Laboratory, Lancet Laboratory, and the University of Johannesburg, experiences that instilled discipline and accountability.

Political involvement began through student activism during the Fees Must Fall movement, eventually leading to joining the African Transformation Movement.
