Buy one, pay for two: Delmore Park resident's wheelie bin dispute rolls on

 A Delmore Park resident says he has spent more than a year trying to resolve a municipal billing dispute after being charged for two refuse bins, despite only having one on his property.

Peter Zulu said the issue began last year, and despite numerous attempts to have it corrected, he continues to receive municipal accounts reflecting charges for two bins.

“I have been struggling to correct this without success,” said Zulu.

According to him, officials informed him that records from a 2020 survey indicated his property had two refuse bins. However, Zulu maintains he has only ever had one.

Municipal officials reportedly told him they would need to visit his property for five consecutive weeks to photograph the refuse bin as evidence before the matter could be presented to council for the second bin to be removed from the billing system.

“They only came once or twice. When I ask why they don’t get this done, they tell me they are busy with other stuff,” Zulu said.

He has continued paying his municipal account despite this frustration as he doesn’t want to fall into arrears while the dispute remains unresolved.

In correspondence seen by the Boksburg Advertiser, the City of Ekurhuleni advised Zulu that its investigation into the matter had been concluded and that a submission would be made to the revenue committee after delays caused by printing problems.

The correspondence stated that a credit for 36 months had been requested, pending approval, and that the resident would be informed once the process had been finalised.

Despite this assurance, Zulu said he continues to be billed for two refuse bins and is still waiting for the matter to be resolved.

The Boksburg Advertiser has approached the CoE for comment regarding the status of the complaint, the progress of the requested credit, and the steps being taken to resolve the billing dispute.

The city’s response will be published once received.
