Disposing of garden refuse is a problem

Who is responsible for removing leaves from the sidewalk?

The wheelie bins provided by council are inadequate and the leaves then have to be put in bags, all of which don’t fit in a wheelie bin.

These bags are then not collected because they are not in the bin.

Is it our responsibility to pick up these bags and throw them away?

I believe it’s unfair for the municipality to charge me rates and taxes when I’m cleaning the sidewalks, which is their responsibility.

It is also unfair to limit me on the quantity of rubbish I’m allowed to discard.
