I RESIDE in Westville North, bounded by Milton Road, Aberfeldy Road, Perth Road and Dawn Crescent and the noise nuisance in the area has become unbearable and unacceptable as the by-laws that should protect the rights of residents are being ignored by some, reducing the quality of life of the majority who reside in the area.
The reason for this situation is that the authorities who should effectively police the by-laws do not do so, and part of the blame can also be directed at residents who do not ask their neighbours to keep their noisy dogs, etc quiet.
Any person who is convicted of an offence under these by-laws could be liable to a fine not exceeding R40 000 or imprisonment for a period not exceeding two years, or both.
The noise nuisance in this area is caused by:
1. Barking, whining and howling dogs which occur at any time day or night and their owners do not seem to care.
2. Motor cars which are modified and therefore no longer comply to specifications and are a danger on public roads as well as being extremely noisy and are driven in such a manner to produce as much noise as possible.
3. There is an illegal workshop being operated at the top end of Milton Road (a residential area) and motorbikes are being road tested day and night seven days a week in the area making a terrible noise nuisance. This matter has been reported to the authorities more than once, but to date this operation continues – why?
4. Playing loud music or operating a television or radio set loudly is also a problem at times.
These problems will not go away unless the appropriate action is taken, talking about the problem will have no effect, residents should inform the proper authorities, should they not react, pressure must be applied on them, to carry out their duties.
To bring the suburbs back to the peaceful and quite areas they were in the past, any noise nuisance being caused by your neighbours, please inform them, this may anger them, but you are doing them a favour as being found guilty on a noise issue could be very expensive.
