Puzzled by percentage increase

Letter to the Editor.

I have been reviewing my Metro bill, and noticed surprising differences in the percentage increased – for example pensioners rebate is increased by 2.44 per cent, and water by 18.14 per cent.

Would somebody at Metro care to comment?
