City tightens loose ends on municipal planning by-laws, urge the public to comment
The interested public and affected organisations had 60 days commenting period ending by close of business on April 19.

With various construction projects taking place in Midrand, the City of Johannesburg’s development planning department has urged the public to comment on the latest drafted municipal by-laws.
The department’s assistant director Ziningi Mkhize met with Region A residents at the Midrand Fire Station on March 16 for a public participation by-law session on municipal planning.

She said the new by-laws would provide transparency and enable predictability by all role players and stakeholders in a bid to foster balanced investment drives by attracting potential investors.
“In 2016, the City adopted its municipal planning by-laws in compliance with Section 14-15 of the Spatial Planning and Land Use Management Act [Spluma] of 2015. The purpose of the by-laws was to provide for a legal framework that sets outs the procedures and processes to submit and consider land development applications and to give effect to the objectives of Spluma,” said Mkhize.

She added the review of the planning sought to ensure compliance with Spluma which required that these by-laws must be reviewed every five years.
“The by-laws will provide certainty to property investors and allow property developers to schedule their project development planning appropriately. It will provide for procedures and processes for land development applications, engineering services and the collection of development contributions. It will also give legal effect to the Land Use Management Scheme, legal effect to the Spatial Development Framework and outline enforcement processes and procedures.”

Interested members of the public and affected organisations had until April 19 to comment.
Copies of the draft by-laws will be available for inspection during office hours from 08:00 to 16:30 at the City’s Libraries, Regional Offices and on the City’s website: www.joburg.org.za.
