One year on: City still hasn’t filled regional director vacant post in Region A

City spokesperson Nthatisi Modingoane said the city is optimistic it will get the right candidate for the regional director post.

Since Abigail Ndlovu’s retirement in December 2023, the city has been unable to find her replacement for the position of Region A regional director.

Ward 132 councillor Annette Deppe said it had been difficult to work with acting regional directors.

It is unclear how many regional directors have occupied the hot seat since Ndlovu’s departure but according to Deppe, the post had been advertised three times already without any successful incumbent.

A regional director serves as a senior executive who manages specific geographic areas in the region. They play an imperative role in the functioning of the region such as strategic planning, financial management and operational oversight. They also lead teams, monitor performance, and ensure compliance with laws and policies.

“It seems like nobody wants the job,” said Deppe. “It’s very difficult to work with acting regional directors because every one of them works differently. They are rotating, so it’s a problem for us [councillors] and residents all around.”

City spokesperson Nthatisi Modingoane said the position of Region A regional director had been advertised in November 2023.

“This advert did not attract a suitable candidate for the regional director position in Region A and was subsequently re-advertised in Vacancy Circular: Number 08/2024 on 17th January 2024 with a closing date of 23rd January 2024,” added Modingoane.

He said the appointment was receiving the attention it deserved and they were confident that it would be filled with a suitable candidate soon.

“The city has established a Strategic Appointment Panel which would have to authorise all positions that need to be filled. The department made an urgent submission for approval of the filling of the vacancy of the regional director: Region A and it was subsequently approved by the Strategic Appointment Panel at their first sitting on 15 October 2024. Upon receipt of the approval, the recruitment and selection process was initiated to conclude the process during quarter three of the 2024/25 financial year.”
Modingoane concluded that the position will be re-advertised before the end of January 2025.
