IUCMA to submit first draft of annual performance plan for 2022/23
The Inkomati-Usuthu Catchment Management Agency (IUCMA) must submit the first draft of its annual performance plan for 2022/23 to the minister of human settlements, water and sanitation by no later than August 31, 2021, which must include the determination of the water resource management charges in respect of abstraction-related water uses within its water management area.

This determination is done in terms of Section 57(1) and (2) of the National Water Act 36 of 1998, read with paragraph 6.3 of the Pricing Strategy for Raw Water Use Charges, published under Government notice no. 201 of March 16, 2007, in Government Gazette No. 29697.
The minister may determine water use charges in terms of Section 57(1) and (3) of the National Water Act read with Items 7 and 8 of the Pricing Strategy for Raw Water Use Charges for funding of water resource development and use of waterworks, as well as for achieving the equitable and efficient allocation of water.
For the purposes of consultation with all persons and institutions that may have an interest in the draft Annual Performance Plan for 2022/23 of the IUCMA, and the determination of the above-mentioned water use charges, a consultation meeting was arranged.

At this meeting, the mentioned draft Annual Performance Plan, which includes the 2022/23 draft budget, partly financed by the water use charges determined by IUCMA, will be submitted. Presentations will also be made on the establishment of IUCMA, its powers and functions.
The Department of Human Settlements, Water and Sanitation will give background to justify the water use charges determined by the minister for funding of water resource development and use of waterworks, as well as for achieving the equitable and efficient allocation of water.
This stakeholder participation is convened by the IUCMA as contemplated in section 80(e) of the National Water Act 36 of 1998. Persons and or institutions having an interest in the water use charges, who confirm their availability, will receive the documents through email and at the venue on the day of the consultation meeting.
Due to Covid-19 restrictions, IUCMA can only host a maximum of 50 attendees at a time at the identified venue. It will reserve spaces for those that confirm attendance first. Once the numbers are exhausted, additional attendees will be forwarded a link to participate in the forum using virtual platforms. Water users will be afforded an opportunity to provide written comments with regards to the 2022-23 proposed tariffs. Such comments are required to be submitted no later than August 7 for consideration.
