Level 4: Agriculture, electricity and construction regulations announced

All electricity, gas and water supply industries will return back to service

The President, Cyril Ramaphosa announced the phased reopening of the economy on Thursday, 23 April.

The following regulations will apply to agriculture, electricity/gas, manufacturing and construction.

Agriculture:

Food-related agriculture, livestock, transportation of live animals, auctions (subject to health specifications) and related agricultural services will return back to service.

All fishing operations, fish hatcheries and fish farms; and harvesting and storage activities essential to prevent the wastage of primary agricultural goods, will also be allowed to continue from Friday, 1 May when level 5 of the lockdown ends.

Electricity and gas: 

All electricity, gas and water supply industries will return back to service.

Manufacturing:

It was further announced that the manufacturing of all retail products permitted to be sold under level 5, and all input products are permitted to scale up to full employment, except where otherwise indicated.

The following will be permitted to scale up to full employment:

* The manufacturing of paper and paper products, excluding stationery.

* The manufacturing of packaging, including glass, plastic bottles and containers.

* Petroleum smelters, refineries and furnaces.

The manufacturing of winter clothing, bedding and heaters, and all input required will be permitted to commence at 25% and will then be able to scale up to 50% of employment.

Construction:

Civil engineering for public works projects (including water, energy, sanitation); critical public works construction; and critical maintenance and repairs will be permitted to return back to service.
