Level 4: This is what awaits trade, communications and media

Products for the care of babies and toddlers will be sold, and provision has been made to purchase children’s clothing and winter necessities such as linen.

The President, Cyril Ramaphosa announced the phased reopening of the economy on Thursday, 23 April.

The following regulations will pertain to wholesale and trade, information and communication as well as media and entertainment:

Wholesale and trade:

All food products, including non-alcoholic beverages and animal food will be available with the exception of cooked hot food.

Toilet paper, sanitary pads, sanitary tampons and condoms will be available along with hand sanitiser, disinfectants, soap, alcohol for industrial use, household cleaning products, and personal protective equipment.

Products for the care of babies and toddlers along with personal toiletries, including haircare, body and face care products, roll-on, deodorant, and dental care products will be available.

Medical and hospital supplies, medicine, equipment and personal protective equipment will be sold under level 4.

Hardware, components and supplies required by any qualified tradesperson solely for the purpose of emergency repairs at residential homes, along with hardware, components and supplies required by any entity engaged in the provision of essential services for any project related to the provision of or water, electricity or other essential services will be made available.

Herewith a list of other items that will be available when level 4 commences:

  • Components for vehicles undergoing emergency repairs where such vehicle is used by a person engaged in essential services work.
  • Chemicals, packaging and ancillary products.
  • Textiles required to produce face masks, and other personal protective equipment.
  • Children’s clothing.
  • Winter clothing bedding and heaters.
  • Online delivery of ICT equipment to facilitate work-from-home arrangements including computers, mobile telephones and other home office equipment

The sale of liquor will not be permitted during this time.

Information and communication:

All telecommunication services and infrastructure, along with Information and Communication Technology services to support essential services, will return to service.

Postal services and courier services related to transport of medical products will be available during this period.

Media and entertainment: 

Online services pertaining to the media will be operational during level 4 along with productions for local broadcast; and live streaming in support of Covid-19.

Newspaper and broadcasting services will be available during this period.
