KwaDukuza Municipality names second interim CFO amid suspension dispute

CFO Shamir Rajcoomar was controversially suspended last year.

A second acting chief financial officer (CFO) has been appointed by the KwaDukuza municipality’s council since the suspension of its permanent CFO last year.

Sibusiso Chonguene, who was previously the director of expenditure, was appointed in a special council meeting last Friday and will act in the role for a minimum period of three months.

Chonguene has worked between the KwaDukuza and iLembe municipalities since 2009.

He takes over the position from Mthandeni Nene, who held it for six months after long-serving CFO Shamir Rajcoomar was controversially suspended last year.

Rajcoomar was placed on precautionary suspension in July amid queries about bank charges that KDM categorised as irregular and wasteful expenditure. Read more here.

A disciplinary hearing began at the end of August.

Rajcoomar’s suspension process is still ongoing amid legal challenges by his team that halted the hearing in September.

The hearing was put on ice on September 20 after the Durban High Court granted Rajcoomar an interdict in light of two separate high court motions that were filed.

The first was lobbying for civic groups to be granted public access, while the second concerned alleged irregularities in the council process to suspend Rajcoomar in the first place.

KDM appealed the interdict in a bid to restart the hearing, but was shot down in the Durban High Court at the end of January.

The suspension hearing will remain halted until the two high court motions are resolved.
