Cogta to table forensic report on KwaDukuza’s irregular spending this week

The investigation was launched under Section 106 of the Municipal Systems Act in March.

A major forensic investigation into financial misconduct at KwaDukuza municipality is set to deliver its findings this week.

The KZN MEC for Cooperative Governance and Traditional Affairs (Cogta) will present the results of the investigation to KwaDukuza Council on Wednesday.

The probe focused on multiple issues, including:

  • Theft from the municipal bank account.
  • Delays and irregularities in disaster grant projects for the Hulett and Kwamfanomdala bridges.
  • Irregular expenditure during the 2022-2023 financial year.

The investigation was launched under Section 106 of the Municipal Systems Act in March, targeting KwaDukuza and several other municipalities.

Speaking at a press briefing on Tuesday, KwaDukuza mayor Siduduzo Gumede acknowledged the seriousness of the allegations and public concerns.

Meanwhile, the municipality is under additional scrutiny from national investigative bodies.

The Special Investigating Unit (SIU) is currently probing three major tenders awarded in 2018-2019, covering roadworks, electrical infrastructure and the KwaDukuza Mall bulk supply project.

“This is an ongoing investigation with no conclusion at this stage. We will communicate with the media and public once it reaches finality,” said Gumede.

The Hawks are also investigating the R35.7 million cyber fraud incident in which spyware was used to access the municipal bank account.

So far, R30.8 million has been recovered and the municipality has taken civil action against the company involved.

“These efforts show that the municipality is steadfast in rooting out criminal elements and dealing decisively with corruption and maladministration,” said Gumede.
