Umdloti community raises 451 objections to Sibaya Nodes 1 and 5 amendments
Some interim changes have been agreed to while the municipality reviews the submissions.
More than 450 objections have been lodged against proposed amendments to the Sibaya Nodes 1 and 5 precinct plans, according to the eThekwini municipality.
Municipal spokesperson Gugu Sisilana said most of the objections were submitted through petition-style forms containing property owners’ details and signatures, while others were lodged individually. The objections were filed by Umdloti residents between November 29, 2025 and January 5, 2026.
The municipality is now assessing the validity of the submissions in line with its bylaws.
Sibaya Nodes 1 and 5 form part of the Sibaya coastal precinct, located between Umhlanga and Umdloti near the M4/M27 interchange, inland from Umdloti’s southern beachfront.
Following the submissions, representatives from Umdloti Smart Village and the Umdloti Conservancy met with senior management from developer Devmco on February 24 to discuss the proposed amendments and community concerns.
“While the team remains realistic about the conflicting interests of the developers and the Umdloti Village community, we were encouraged by their stated intention to balance development goals with the community’s quality of life expectations,” Umdloti Smart Village representatives said after the meeting.
According to meeting minutes, the developer outlined several measures incorporated into the revised plans in response to community concerns. These include formal green belts and planting buffer zones along the M4 boundary and around the edges of the development site, as well as additional landscaping next to the M27 to help screen the proposed taxi rank.
Parking rules have also been clarified. A previous note allowing parking levels in retail and commercial buildings not to count as additional storeys has been removed from the plans for both nodes.
Updated building guidelines will introduce consistent setback rules across the two precincts. Previously, Node 1 had no specific setback requirements, meaning buildings could be constructed directly on property boundaries under municipal rules.
The revised plans also include a motor vehicle display area with limited servicing facilities proposed for Porsche vehicles. According to the developer, servicing would take place indoors and would not operate as a public repair garage.
Traffic management was another key focus. The development will not be allowed to generate more traffic than limits already approved by authorities.
To address parking pressures in Umdloti, the developer is exploring options such as a back-of-beach parking area above Margaret Bacon Avenue.
Environmental measures outlined include the use of natural building materials, protection of green belts and the replanting of trees removed during the widening of the M27.
Devmco said it will continue to update the community as planning for the taxi rank and broader precinct infrastructure progresses.
