We need a full explantion of water fines

I was most disappointed to note the following reflected on my Siza Water statement dated 29 June 2015: 2015-06-29 [Fine for non-reduction in ]
The description is incomplete and I consider this indicative of the casual and dictatorial service levels provided by this company.
In the interest of saving time and the lack of clarity provided on the Siza Water statement I have assumed that this relates to a fine levied for non-reduction in water usage.
For many years our family has been water conscious and have always done our best to save water. Rain water is harvested from our roof and used to fill our pool, leaking taps are repaired immediately, taps are not left running, the garden is not watered etc. In the last month we even paid an exorbitant amount to Siza Water to have recycled water delivered to top up our pool.
Due to the above it is practically impossible to drastically reduce our family’s water consumption based on a percentage value.
I am fully aware that due to poor rainfall as well as poor planning on the part of Siza and of the water supplier we have reached a situation where our “taps may run dry”.
However, this reality should not allow Siza Water or any other company to profit in times of dire shortages.
In my mind it is not equitable that Siza Water stand to profit from the fines levied (which in my case is larger than my monthly water usage charge) whilst supplying less water than normal due to the shortage of supply.
This is surely not equitable, beneficial or sustainable for me as a consumer. I accept that fines may be levied in instances where water is wasted (watering gardens, filling swimming pools etc.) however everyone requires water to drink, bath, wash clothes etc. and I do not believe fines should be levied for normal water usage.
· Where and when were the exact details of the fines published?
· How was the levying of these fines brought into legal effect?
· What legislation compels me to pay the fine?
· When did you notify me personally (all customers) that I would be fined if I did not reduce my water consumption?
· When was I notified personally as to how the fines will be calculated and also what my water consumption for the Month of May 2015 / June 2015 should be in order to avoid a fine?
· To whom should any appeal in respect of the fines be addressed?
· Who (what company) will benefit from any fines that are collected?
Finally, timely and efficient communications delivered to Siza’s customers regarding the non-supply of water will go a long way in mitigating the problems of non-supply being experienced in the greater Ballito area. I received a number of sms messages from Siza Water last week and these were incorrect in relation to the times water would be available. I am sure that with a little commitment and a more caring attitude Siza Water can do far better.
