New town entrance is a death trap

The recently completed entrance road into Ballito is beautiful to say the least, however it is quickly deteriorating into a death trap for drivers and pedestrians.
Pedestrians are coming out of the shopping centres and instead of using the wide, paved walkway provided for their safety to walk to the traffic lights, they are simply walking straight over the busy road between all the traffic then trying to walk along the narrow gutter of the centre island or simply walk through the garden of the centre island, flattening it on their way.
The result of this is going to be the death of pedestrians, children among them being led by the hand are sticking further out into the road that the so called responsible adult leading them and the innocent driver that hits them will suffer the consequences. The irony of it is that no walking distance is saved, if you walk along the legal route to the traffic light then cross, is the same distance as crossing illegally in the middle then walking along to the end of the road, so what is the point of putting every road users life in danger including their own?
Please can the authorities do something about this ticking time bomb before tragedy strikes. I have witnessed traffic police driving up and down through this illegal mess with no reaction to it at all. It is their responsibility to all of us road users to enforce the law and put a stop to this jay walking before a death happens. The solution to the whole problem would be to construct a fence down the centre of the garden in the centre island stretching from the one traffic light to the other. That would prevent pedestrians from crossing between the lights. This fence could be easily checked for damage and vandalism daily by the traffic police on their way past to and from their offices.
