Who is responsible for fixing Foxhill road?

Lynda Erlank says in her letter (Tiffany’s intersection is a nightmare, Courier, September 11) “I live in Fox Hill and have watched it grow, along with increase in traffic in the past few years. This is due to the popularity of Sage, and Litchi Orchard. Then there is Linc Church, Eden Village, Sizani School, not to mention all the new houses that have sprung up.”
I am not privy to the zoning status of the various businesses, churches and schools that you mention but I do know that in an ideal world when a developer applies to get their plans approved, which they are supposed to do before developing/building any of those structures, one of the studies that is supposed to be included in that application that the municipality is supposed to approve is a traffic impact study.
I have limited experience in property development but I have seen cases where this traffic impact study can lead to massive costs for the developer who would have their plans approved subject to them, as an example, fixing the road, putting in robots, widening the road etc.
Now the fact that there are so many new businesses (you forgot Sasol and Mascor) down the Foxhill road yet the road condition has deteriorated so badly and the intersection has got so busy, to the point where it is hazardous, leads one to conclude that either the council did not do their job properly and did insist on improvements to the road system as part of their plan approval; or the businesses and developments that have popped up have never sought council approval?
Either way, you are correct and I am sure have the support of many, the situation is untenable. Someone is accountable for the problem and someone is responsible for fixing it, only the council can decide who that someone is!
