Until the KDM can demonstrate that it has the ability to perform its legislated obligations towards the people of KwaDukuza, I would like to see that the budget is completely reformulated to take into account the impact of Covid-19, no increases in the rates and service fees, a moratorium on any salary and wage increases of KDM staff, and no performance bonuses.
