City addresses growing displacement crisis in Region B
Officials detail challenges and response efforts amid community concerns.
The City of Johannesburg has responded to growing concerns about displaced individuals in Region B, with spokesperson Nthatisi Modingoane outlining the complex challenges facing municipal authorities in addressing the crisis.
The response comes amid reports from private security firm Beagle Watch about displaced persons frequenting the closed Fairland dumpsite, where the company has noted issues with littering, overnight stays, and environmental concerns.

“The challenge with displaced persons in the Region is that many are not interested in the social work services provided by Social Development due to its voluntary nature,” stated Modingoane.
Modingoane elaborated on the shelter capacity limitations, noting that ‘the shelter in the Region has a bed capacity of 40 males only,’ which falls significantly short of addressing the scale of displacement in the area.
A large majority of the displaced persons in the Region are undocumented cross-border migrants from Lesotho, Zimbabwe, Mozambique, and Malawi,” Modingoane confirmed, highlighting the international dimension of the crisis.

The spokesperson detailed how informal recyclers contribute to environmental issues, noting their activities ‘cause grime in the spaces they have invaded, as they have to accumulate the recyclables to make more money’.
“This attracts rodents, and they also cause pollution by making fires to keep themselves warm at night.”
Modingoane also addressed the phenomenon of ‘week-in rough sleepers’ – residents of Soweto, Sebokeng, Diepsloot, and other areas who ‘are only in the hotspots during the week because they cannot afford commuting to and from their homes’.
Regarding coordination with partners, Modingoane explained that ‘coordination is done through the Regional Visible Service Delivery and Mayoral High Impact Service Delivery operations,’ involving various city departments and municipal entities.
The city’s comprehensive response underscores the multifaceted nature of the displacement crisis in Region B and the ongoing efforts to coordinate an effective municipal response amid complex social and economic challenges.
