Historic Northcliff home faces possible rezoning

The application is to rezone 11 Hearn Drive and 206 Frederick Street to allow approximately 25 dwelling units on the two properties.

A formal application has been submitted to the City of Johannesburg to amend the Land Use Scheme for two properties in Northcliff, 11 Hearn Street and 206 Frederick Street.
Currently zoned as Residential 1, allowing only one dwelling per stand, the proposed rezoning to Residential 3 would permit up to 30 dwelling units per hectare—enabling approximately 25 units across the two properties.
The development will include an inclusionary housing component that is required by the City.

Residents who know the history of Northcliff will know that 11 Hearn Drive was the former home of South African anti-apartheid activist Helen Suzman, who lived there before moving to Houghton. It is also one of the very few homes in this area designed by German architect Wilhelm Bernhard Pabst.

Residents are encouraged to read the full application documents, available for inspection on the City’s e-Platform (Joburg.org.za) or at the Department of Development Planning offices in Newtown Junction Mall.

Closing date for objections/representations is October 29, 2025.
