The prospective by-laws to be implemented in Endumeni include: the by-laws relating to parking, cemeteries, fire prevention, refuse removal and disposal and stormwater management.
Acting Senior Manager of Legal and Estates of Endumeni Municipality, Nic Bezuidenhoudt, stated that ‘these new by-laws come as a result of problem areas that need local intervention to protect the rights of all residents’.
“These by-laws will entail laws that govern the matters to which they apply, for eg the by-laws relating to cemeteries will indicate what can and can’t be done in a cemetery.”
The by-laws will be enforced by South African Police Service Officials and traffic officers.
Failure to comply with these by-laws will result in fines, and in some instances, imprisonment.
The implications of these by-laws will be of great benefit to the community. Mr Bezuidenhoudt explained that, “the benefit to the community is that the law enforcement officers can legitimately act against certain behavioural patterns that infringe on the right of others.”
This brings much relief to residents who were previously plagued with bad parking and blatant graveyard vandalism among other things.
The said by-laws are still on the cards and can be amended or changed if need be. They are currently available for public inspection in room 55, Civic Centre, 64 Victoria Street, as well as all municipal libraries.
Any person who wishes to query the by-laws, object to them or submit comments, must do so in writing and deliver it to the Acting Municipal Manager, Martin Hlengani by no later that June 5 at 16:25pm. Should no objections be brought forward, the by-laws will be forwarded for publication in the Provincial Gazette and will come into effect thereafter.
