NEWCASTLE – The municipality wants to establish its own pound by-laws.
Siya Zuma, from the Community Services Deparment’s Environmental Health division, confirmed this in the context of more roaming animals seen in Newcastle.

Two residents reported cattle causing an obstruction recently.
Both witnessed a large herd on the mall link road behind Supertech, in one instance being led by a herdsman across the flow of traffic.
Mr Zuma was then asked about an increase release fee for impounded animals.
Many feel the nominal fee currently applicable is not much of a deterrent for stock owners to keep their animals fenced in.
“The pound fees are prescribed by a Provincial Act, namely the KwaZulu-Natal Pound Act No. 3 of 2006. Prescribed fees can only increase through an amendment of the Act by the Provincial Government.”
However, Mr Zuma stated the municipality was at an advanced stage of setting out its own pound by-laws, which would enable Council to determine the fees applicable.

The following animals will be sold after 14 days from date of this notice to recover pound fees, should owners not come to claim them.

These animals have been at the Newcastle Stock Pound for over two weeks.
· 1 brown male goat, no brand, badly cut earmark, impounded in Blaauwbosch
· 1 white female goat, no brand, price mark on back, impounded near the Madadeni SAPS
· 1 white male lamb, no brand, no earmark, impounded at Nine Mile
· 1 female cow, no brand, no earmark, impounded in Madadeni, Section 6.
