Municipality presents Draft Budget for 2023/2024

AbaQulusi Local Municipality Acting Mayor Mandla Mazibuko kicked off the 2023/24 Draft Budget and IDP road-shows last week. He was accompanied by other municipal officials, as well as councillors.

Tariffs will be increased as follows: property rates by 5.3%; water by 5.3%; electricity by a whopping 20.7% (NERSA has since advised that this tariff may only be increased by 15.1%); sanitation by 5.3%; and refuse removal also by 5.3%.
Capital projects with Municipal Infrastructure Grants (MIG) stand at R49,260,000. These include the tarring of Kwabalele next to the police station in Ward 19 and 20 (phase 3); tarring of Kwabalele next to the police station in Ward 19 and 20 (phase 4); tarring of the road from Zama to Kwabalele Bhekumthetho in Ward 19 (phase 4); tarring of the road from Zama to Kwabalele Bhekumthetho in Ward 19 (phase 5); upgrading of extension 16 Sasko roads in Ward 8 (phase 2); upgrading of extension 16 Sasko roads in Ward 8 (phase 3); and construction of Kwagwebu sports field in Ward 12, KwaMzwezwe Community Hall and Mvuzini Community Hall.
The Integrated National Electrification Programme (INEP) stands at R16,680,000. KwaSithole households will have 39 connections, while Madumu will get 21 connections, Mthebeni 51 connections, KwaJimani 288 connections, Bhekuthetho 284 connections, and Emakwathini 151 connections.

The Local Economic Development Project is budgeted at R2,000,000 for the construction of informal trader stalls in Ward 18.
In 2023/4, indigent households will receive free electricity units per month, free water (six kilolitres per month), free refuse removal, and free sanitation based on a developed erf size of 250 square metres. In respect of property rates, the first R130,000 value of the residential properties of indigents will be exempted. Child-headed households are furthermore subsidized in the same manner as a 100% qualifying indigent household.
Financial support will be provided to pensioners, the physically disabled and mentally disabled.
