Mayor launches IDP consultations for new financial year
Consultations have begun to shape Newcastle’s budget and services.
As part of its constitutional and legislative obligation to facilitate public participation in planning and budgeting, Newcastle Local Municipality Mayor Xolani Dube launched the 2026/2027 Mayoral Integrated Development Plan (IDP), Budget and Performance Management System (PMS) Imbizo Consultation Programme on April 28 at the Town Hall.
The engagement drew a wide cross-section of the community, including ward committees, intergovernmental relations representatives, youth structures, government departments, community forums, interfaith and ministerial associations, as well as non-governmental and faith-based organisations.

Community input shapes future planning
During the session, municipal leadership reflected on budget allocation and financial expenditure for the previous financial year, highlighting progress and ongoing challenges.
The launch marked the beginning of a series of consultation meetings scheduled to run until May 8.
These engagements aim to outline the municipality’s plans and processes to accelerate service delivery across all areas of Newcastle.
The programme also seeks to strengthen institutional performance while improving the overall quality of life for residents.
Key figures and proposed increases
Key highlights shared during the consultation include changes in municipal representation and proposed tariff adjustments:
- The number of councillors will increase from 67 in 2025/26 to 71 for the 2026/27 to 2030/31 term.
- The number of wards will rise from 34 to 36.
- Audit outcomes for the financial years 2020/21 to 2024/25 remain unqualified with findings.
Proposed tariff increases for the 2026/27 financial year are as follows:
- Property rates: 6%
- Electricity consumption: 9%
- Availability charges: 6%
- Water: 7%
- Sanitation: 6%
- Refuse: 0%
Residents are encouraged to participate in the remaining sessions to ensure their voices are heard in shaping the municipality’s priorities for the coming financial year.
