Clever people living dangerously?

‘WHO’ writes:-MAY I use your newspaper to highlight a problem I encounter quite often in Landdrost Street? It is not a particularly wide street, especially between Mark and East streets, and I predict that it is just a question of time before there’s a fatal accident in that section.
It is used by students going to and from the college campus opposite Pionier High School. I presume that they are students – they are young and casually dressed, so they are not Pionier pupils.
They are either arrogant, stupid or unaware that by walking IN THE STREET, they constitute a traffic hazard. There are sidewalks all down the length of the road, but every morning as I drive to town I encounter some students walking in the road. And they appear reluctant to move over. They’d rather dice with death than move out the way!
One student in the road is a hazard, but what makes the situation worse is that they insist on walking two or three abreast, in the road. The person on the traffic side can’t get out the way because his or her friends are shoulder to shoulder. The friends appear not to see that the outer person is at risk, and do not move over to accommodate the outside person moving over.
The road surface is meant for wheeled vehicles. The sidewalk is meant for pedestrians. Would someone please explain that concept to these supposedly intelligent people.
