Out-of-order traffic lights – why?

I can’t help but wonder why it is taking forever to repair the traffic lights at the “Tri-Star” intersection?
It is not “rocket science” to get these traffic lights working, or are the powers-that-be going to wait until a serious accident happens, maybe with fatalities, to only then wake up to problem?!
It is most frustrating to have to use this intersection on a daily basis and unfortunately it would also appear that the majority of motorists don’t know how to negotiate such an intersection or just don’t care to obey the rules of the road!
Is it not time that someone from the powers-that-be stop shirking their responsibilities, or stop blaming some other department and get the damn things fixed!
Surely this cannot also be the “apartheid government”/ or Eskom’s fault?
