Deputy director in Health Department charged with fraud

The 42-year-old Mmulutsi Winston Mokwai is expected to reappear in court on October 28.

A deputy director in the Free State Department of Health, 42-year-old Mmulutsi Winston Mokwai, made a brief appearance
in the Bloemfontein Magistrate’s Court on September 17, after charges of fraud were brought against him by the Hawks’ Serious
Commercial Crime Investigation Unit in Bloemfontein.

Mondli Mvambi, spokesperson for the Free State Department of Health, confirmed that the Hawks received information that
Mokwai allegedly presented fraudulent qualifications and a temporary driver’s license when he was appointed by
the department in 2012. He said the investigation confirmed Mokwai’s electrical engineering diploma and degree certificates
were fraudulent.

Mvambi said Mokwai has since resigned pending the allegations of misconduct. He added that the case was referred by the
department to law enforcement agencies. Mokwai is expected to reappear in court on October 28. He was granted bail of
R2 000. Free State Head of the Directorate for Priority Crime Investigations (Hawks), Major General Mokgadi Bokaba, praised
authorities in the department for reporting fraud. “Such misrepresentation is viewed in a serious light, especially in a country where the unemployment rate and poverty are high,” she said.
