City officials crack down on Randburg non-compliance
Illegal meter connections and mounting municipal debt were exposed in Randburg on March 12, as a joint operation brought together city agencies to tackle growing by-law non-compliance in the area.

They inspected businesses and buildings along Malibongwe Drive in a joint operation involving citizen relationship and urban management (Crum), City Power, Johannesburg Property Company (JPC), and Johannesburg Water.

Among the properties inspected were a gym and a college, both of which were found to be flouting municipal rules. The college was in arrears on both its water and electricity accounts, while the gym was discovered to be using an unofficial meter in place of one issued by City Power.

Crum regional director Sello Jonathan Lemao said the area has long struggled with poor compliance with municipal by-laws, pointing to illegal connections and widespread non-payment as persistent problems. “We need capacity of the police to make sure that we deal with this area.” He added that residents are calling for greater stability and order in Randburg.
This operation is part of a broader city-wide effort to address non-compliance and restore reliable service to affected communities.
