The water pipe installation project on Freda Street in Homelake, near the railway line, is upsetting the residents in the area.
Residents said the incomplete work, which has been halted for months, is now posing a danger to the community, and may be harmful to their properties.
They said their properties are under a pool of water, due to the stalled water pipe project.

According to a resident who asked to remain anonymous, since the project started last year, the area has been untidy.

They said the overgrown bushes have now become hiding spots for criminals who pounce on people.
“This place has even become a dumping site now,” Anonymous added.
Gerhard Valentin, owner of one of the properties, said: “The shrubs and bushes on the other side are where these crooks hide. The area looks even worse near the school and the conditions pose a health hazard to those who live nearby.”
Residents said the area used to be clean, and people could even enjoy it by having a picnic, but since the construction started, their peace has been disturbed.
They said part of the problem is that the Parks Department now has to work only a metre away from the railway line. It’s also very challenging to get all the parties to account for the area.
“This was a clean place, where the municipality used to cut the grass on a regular basis, but look at it now. Since January this year, nothing has been done,” Anonymous said.
Gerhard Valentin said: “I am trying to get the municipality to rehabilitate the area.”
Valentin also claimed that in the rubbish that has been dumped on the site, he has found letters addressed to people in Greenhills.
“We want the municipality to clean up this place as soon as possible and then finish with the installation of the pipe, because this is what is creating the whole mess,” Valentin added.
