Municipal spokesperson Violet Nqina said Rand Water implemented Level 2 water supply restrictions in July due to outstanding debt owed by the municipality, significantly affecting residents’ access to water.
Since the restrictions were introduced, the municipality has worked to resolve the matter and has now entered into a second amendment to its debt settlement agreement with Rand Water. Nqina confirmed that the municipality met all preconditions set by Rand Water, including settling a R29m shortfall on its current account. Funds have also been allocated to service the account, and the debt relief settlement agreement has been successfully renegotiated.
Today [December 17], Rand Water has committed to lifting the water restrictions.
“The municipality anticipates a full recovery of the water supply system, with water being restored gradually to all affected areas,” said Nqina.
Executive Mayor William Matsheke reiterated that access to water is a basic human right. He encouraged residents to continue paying for municipal services, rates and taxes to ensure the municipality can maintain its account with Rand Water.

He also urged residents to report water leaks and illegal connections.
Nqina concluded by apologising to communities such as Venterspos, Bekkersdal and Glenharvie, as well as other affected areas that were without water for more than 60 days. She reaffirmed the municipality’s commitment to improving service delivery and meeting community needs.
