Step-by-step guide for residents to access bursaries and funding

Residents interested in bursaries, business opportunities, or community grants are encouraged to attend the mayoral roadshow, which is around the corner.

Rand West City Local Municipality (RWCLM) is set to guide residents through the process of evaluating bids and grant applications.

RWCLM spokesperson Phillip Montshiwa explained that three different topics will be discussed during each roadshow: The Mayoral Bursary Scheme, bidding and hosting opportunities and grants-in-aid.

The first few roadshow presentations have already taken place; however, there are many more to come throughout this month.

As a result, the municipality has addressed the evaluation bids and grant application process.

According to Montshiwa, evaluation is conducted in two stages. The first is Advert Mandatory Administrative Compliance, and the last stage includes the functionality of the proposal based on a set of criteria.

Bidding and hosting

To qualify for the bidding and hosting funding, the following is essential for the Advert Mandatory Administrative Compliance, which must be included in the proposal document:

• Proof of registration for a company, NGO or co-operative
• Valid original tax clearance certificate and PIN
• Certified copies of the ID of members and shareholders
• A detailed company profile with references
• Confirmation letter of bank account
• Costed project plan
• An audited financial statement
• Written endorsements from relevant public or private sector organisations

Further, the functionality of the proposal will be evaluated based on:

• Economic impact, such as the anticipated number of attendees and profile of the participants
• Social impact that includes improving the livability in the city and encompassing diversity
• Socio-economic impact, meaning community involvement
• Environmental impact, including conservation of resources and waste management

Grants-in-aid

To qualify for the grants-in-aid, the following is essential for the Advert Mandatory Administrative Compliance, which must be included in the proposal document:

• Most recent certified copy of the registration certificate of the company or organisation
• Valid original tax clearance certificate and PIN
• Certified copies of the ID of co-ordinators and key individuals involved
• Certified copy of last three months’ bank statements (newly established company can include a letter from the bank)
• Two written and signed reference letters from well-known referees, such as the municipality, ward councillors and a government department
• Proof of funding from any government or institution
• A costed project implementation plan
• Statement of monthly municipal rates and taxes or a lease/rental agreement

The functionality of the proposal will be evaluated based on:

• Arts and culture projects
• Sports and recreation projects
• Community projects

Mayoral bursary funding

To qualify for the mayoral bursary funding, the following is essential:

• Must be a Grade 12 learner or an undergraduate in the RWCLM area
• Applicants must have passed Grade 12 with a minimum university or TVET admission and must have secured provincial admission in a recognised public institution
• The normal duration of a course applied for must be one year or three quarters of a year, but is limited to an undergraduate degree

Montshiwa noted, families who are registered on indigent databases will be given first preference. He further emphasised that joint income for parents should not exceed R350 000 per annum to qualify.

The critical study fields required include engineering, mining, agriculture, energy, finance, information technology, environmental health and business management.

Montshiwa stated that, for this application to be considered, the following documents are needed:

• Grade 12 results or recent tertiary academic record
• Certified copy of ID
• Certified copy of guardian’s ID (if parent is deceased, include death certificate)
• If permanently disabled, include a doctor’s certificate
• Letter or proof of admission from the institution of higher learning
• Proof of parent or guardian income (includes total of monthly pension grant offered by the government)
• If the parent is unemployed, include an affidavit
• Proof of residence
