Tshwane metro administration team announced

The team consists out of five women and five men, all of whom have administrative experience.

The team that will be in charge of the Tshwane metro for the next 90 days was announced at a press briefing on Monday.

Cogta MEC Lebogang Maile announced Mpho Nawa as the administrator.

“Nawa, a former mayor of the West Rand district municipality, will from Monday head the team of administrators.

“Mavela Dlamini will serve as acting Tshwane metro manager from Monday, until the team appoints an official metro manager.”

Maile believed the team was “incorruptible” and would lead the metro with integrity.

Other members of the team were Gilberto Martins, Lefadi Lucas Makibinyane, Riada Kruger, Lebogang Mahaye, Lesedi Mere, Thulisile Njapa-Mashanda, Mmaseabata Abigail Mutlaneng and Shiva Makotoko.

Maile said the team was set to restore governance to the metro and quality of service delivery while ensuring public confidence in local governance.

The appointment comes after the national government on Thursday approved the dissolution and administration of the Tshwane council as put forward by the provincial government.

The national council of provinces (NCOP) and Department of Cooperative Governance and Traditional Affairs (Cogta) announced their approval of the dissolution and administration of the metro on Thursday.

Cogta head Dr Nkosazana Dlamini-Zuma said the department’s decision was informed by the metro’s failure to deliver basic needs such as water to Hammanskraal, among many others.

Cogta national spokesperson, Mlungisi Mtshali, added that the department found the reasons tabled by the provincial government good enough to place the metro under administration.

In a statement the NCOP said eight of the nine provinces had approved.

NCOP spokesperson Moloto Mothapo said the approval came after a two-day inspection visit to the metro by NCOP committee members from different political parties.

He said the team investigated the circumstances under which the provincial government invoked the administration law.

“The committee received presentations from six of the seven political parties represented in the council.

“And from the workers union, the representatives from local government, the traditional leadership, the youth and women forums, the civic associations and the business federations,” he said.

Mothapo said the investigation led to many agreeing with the provincial government.

The DA rejected the decision by the NCOP and Cogta.

“It is clear that the outcome was politically driven and that the NCOP is caught in the web of lies the province is weaving.

“The DA vehemently disagrees with the decision to put the City of Tshwane under administration,” said DA mayoral candidate Randall Williams.

The DA legal bid to overturn the decision will start in the high court in Pretoria on Tuesday.

The DA was adamant that the provincial government’s reasons for putting the metro under administration were not substantial.

“The reasons provided by Cogta in Gauteng for dissolving the council are frivolous,” Williams said.

Maile was, however, confident the provincial government legal team led by Advocate Tembeka Ngcukaitobi would prove otherwise in court.

“We have said on numerous occasions that we will meet them in court. We stand firm that the decision by provincial government was in

line with the constitution,” provincial Cogta spokesperson Castro Ngobese added.

Earlier this month, Gauteng premier David Makhura and Maile announced the Gauteng executive council decided to dissolve and place the metro under administration for 90 days.

Makhura said this was a result of a collapse of several council meeting since last November, as the DA , EFF and ANC had political differences.

He said this led to deteriorating service delivery to the residents.
