Officials check on Rooiwal progress
The construction is set to be completed by March next year.
The Section 79 Oversight Committee conducted an oversight visit to the Rooiwal Waste Water Treatment Works on June 12 as the completion of its upgrade and construction has been set for March 2025.
The committee aimed to assess the progress of the ongoing construction and upgrade to the plant that commenced in April.
According to committee chairperson, Flora Monama, the committee wanted to ensure that the plant complies with the minimum effluent discharge regulatory standards of the licensing permit issued by the Department of Water and Sanitation to the Tshwane metro.
“The discharge of the regulatory standards in terms of the licensing permit by the metro comes after the metro couldn’t comply with the minimum effluent discharge levels into the river streams due to a lack of bulk operational capacity at the treatment plant,” said Monama.
She said the metro has embarked on a project to upgrade the plant to ensure the discharged effluent complies with the department’s standards.
“The magnitude and scope of work necessitated a joint venture between Tshwane and the Department of Water and Sanitation after numerous visits.”
A decision was subsequently taken to appoint the Development Bank of Southern Africa (DBSA) as the project manager on behalf of the metro.

“DBSA then appointed service providers for the design, upgrade and construction of Rooiwal Waste Water Treatment Works,” said Monama.
Monama’s visit to the plant included a boardroom presentation where project deliverables were explained, followed by a walkabout on the site, where reference was made to the items discussed in the meeting.
“The DBSA, mechanical engineers, civil engineers, electrical engineers, health and safety representatives and the staff from Tshwane all showed commitment to this project.”
