Coetzee appointed chief of staff in mayoral office

Tshwane mayor Dr Nasiphi Moya has appointed André Coetzee as chief of staff in her mayoral office.

Coetzee previously served as director of policy and planning for former Johannesburg mayor and current ActionSA leader Herman Mashaba from 2016 to 2019, where he shaped strategic plans and budgets.

According to Moya, Coetzee’s appointment aims to strengthen governance in Tshwane, leveraging his expertise in coalition management and urban development to address the city’s pressing challenges.

Moya said this role is crucial to advancing her administration’s governance agenda.

Coetzee’s appointment comes a few days after the mayor announced her mayoral committee consisting of the ANC, EFF, Good and ActionSA members.

Moya said his academic background and extensive public sector experience make him exceptionally well qualified for this position.

“In addition to his academic achievements, André brings over a decade of experience in politics and the public sector, having served in various roles focused on legislative politics, policy development and implementation, urban governance and strategic planning,” Moya said.

She said he holds a Masters degree in Public Policy with distinction from the University of Oxford’s Blavatnik School of Government. He also has a Masters of Arts in International Studies and a Bachelor of Arts in Political, Philosophical and Economic Studies from Stellenbosch University.

She said during Coetzee’s time in Mashaba’s office, he played a pivotal role in shaping and executing the city’s strategic vision, representing the mayor in the city’s integrated planning processes.

“His contributions were instrumental in the development of Johannesburg’s annual Integrated Development Plan and budgets, where he assisted Mashaba in redirecting non-strategic expenditure towards frontline services and infrastructure development.”

Moya said she is confident in Coetzee, having worked with him for several years.

“His knowledge of city governance, combined with his experience of operating within a complex coalition environment, will be of immense value to my office and the new multiparty government in Tshwane.”

She added that as Tshwane is confronted with the significant challenges it is facing, it is essential to bring in fit-for-purpose staff.

“We need professional staff who are fully committed to our collective governance agenda. Ensuring that my administration is supported by the expertise needed to drive meaningful change is critical to our success.”

Moya said she is looking forward to working with Coetzee to ensure that the coalition delivers on its commitments to the people of Tshwane – improving service delivery, enhancing infrastructure and building a city that serves all residents.

Moya on Sunday announced the 10 members of her mayoral committee council (MMC), whom she described as the political executive to take the city forward.

She said she would ensure the committee was held accountable for its collective duty to serve the residents of the capital.

“Each member would be expected to perform their duties with diligence and integrity, upholding the highest ethical standards.”

The mayoral committee is as follows:

– Community and social development services: Palesa Modise (ANC)
– Economic development and spatial planning: Sarah Mabotsa (GOOD)
– Environment and agriculture management: Obakeng Ramabodu (EFF)
– Finance: Eugene Modise (ANC)
– Health: Tshegofatso Mashabela (EFF)
– Corporate and shared services: Kholofelo Morodi (ActionSA)
– Housing and human settlements: Aaron Maluleka (ANC)
– Roads and transport: Tlangi Mogale (ANC)
– Utility services: Frans Boshielo (ANC)
– Community safety: Hannes Coetzee (ActionSA)

She said the following are priority areas for revitalisation:

– Safety and security: Enhancing public safety so that residents feel secure in their communities.

– Economic development and job creation: Revitalising economic hubs, supporting business growth, creating job opportunities through programmes such as the Expanded Public Works Programme and advancing rural agricultural initiatives.

– Infrastructure investment and inclusive service delivery: Investing in essential infrastructure, including water, sewage, roads, transport and housing to improve the quality of life for all residents.
