Investigation into Tshwane energy deal and mayor’s conduct
ActionSA and DA have been at loggerheads about the R48.6-billion investment offer by a private Australian company to revamp two metro-owned power substations.
The coalition government in Tshwane said it would have an independent investigation into allegations of mayor Randall Williams flouting the rules in a proposed multi-billion rand energy deal.
Coalition oversight group (COG) chairperson Dr Cornè Mulder said the parties met on Tuesday to discuss the disputes in Tshwane.
In the past two weeks, ActionSA and the DA have been at loggerheads about the R48.6-billion investment offer by a private Australian company to revamp two metro-owned power substations. Williams was accused of bullying officials to approve the bid despite concerns about the deal’s possibly flawed supply chain management (SCM) processes.
Mulder said the coalition parties agreed that resolving residents’ vulnerability to load-shedding was a priority but they wanted it to be resolved in a competitive procurement process.
“The coalition further resolved that all partners remain committed to the coalition government and transparent governance.
“The coalition is dedicated to combatting all forms of corruption, irregularities and mismanagement,” he said.
Mulder said the parties agreed to have an independent investigation into the proposed offer and allegations of wrongdoing in the procedures followed.
“The investigation will be concluded within the next 60 days and the findings presented to the coalition structures before being made public.
“All the coalition partners are committed to ensuring stable and successful governing of the Tshwane metro in the interests of all residents,” he said.
The ANC and EFF are planning to table a motion of no confidence against Williams in a council meeting.
The parties need 108 votes to oust Williams as mayor.

– Action SA: 19 council seats
– Freedom Front Plus (FF Plus): 17 council seats
– ACDP: 2 council seats
– Cope: 1 seat
