Plans to build new institution in north to bolster police work underway
The institution will be an investment for SAPS to produce a safe and crime-free environment, offer effective training and better resourcing for police stations.
In a bid to improve the quality of police investigations, the government has outlined plans to establish a crime detection institution in Hammanskraal.
The process of developing a new institution in the north of Pretoria was started after a feasibility study, said the Minister of Higher Education, Science and Innovation Blade Nzimande last week Tuesday.
The study, funded through the infrastructure and efficiency grant (IEG) to the value of R6-million, is underway to advise on the size and shape of two institutions,” Nzimande said.
The other institution is a new university in Ekurhuleni, namely the University of Science and Innovation, that the department is also planning to build.
The crime detection institution will be an investment for the SAPS to produce a safe and crime-free environment.
It will offer effective training and better resourcing for police stations.
In 2020, Nzimande said the establishment of a crime detection institution in Hammanskraal would improve the quality of general and specialised SAPS investigations.
Nzimande said in terms of the Higher Education Act, the proposed crime detection institution could not be established immediately as a university.
“The decision on whether this institution will be established as a university, college or a higher education college will depend on the outcome of a feasibility study that must still be undertaken,” Nzimande said.
He said the institution would possibly have a relatively small student population of not more than 5 000 students.
It will offer a range of qualifications and skills programmes. The qualifications would include higher certificates, advanced certificates, diplomas, advanced diplomas, undergraduate degrees and postgraduate diplomas accredited through the Council on Higher Education (CHE).
The institution would possibly bolster policing, crime detection and prevention capabilities.
It would involve an investigative capacity, including the use of forensic methodical approaches and technology, data analytics, criminal and evidentiary law and investigative practice.
“The feasibility study should guide how this public higher education institution would be differentiated.”
