‘We need new local government’

Local ward councillor, Karen Meyer, responds to a reader's letter on the issue of squatters in the east, coming to the eventual conclusion that the only solution would be to get a new local government.

The letter, ‘Squatters pose a problem’ of 24 January Rekord applies. To Cassandra Cooper, I cannot agree more with you on your feelings as far as squatters are concerned. This never-ending, escalating problem needs to be addressed as soon as possible and a long-term solution needs to be found. It is important to note that the owner of a property is responsible for the removal of squatters. In this case mentioned by you, on the sidewalk in Atterbury Road; it is the City of Tshwane’s responsibility. However, the law states that when you remove squatters, you need to supply alternative accommodation.

This is easier said than done, as the city cannot even properly budget for basic services, never mind accommodation. Furthermore, if alternative accommodation is however found somehow, the squatters can decide it is not in an area they prefer. And then it’s back to square one. Furthermore, the Loitering Act has been scrapped, so you cannot remove someone for merely sitting around. Even if they sit around a fire, you have to catch the person in the act of making a fire before it is an offence. The same goes for using the sidewalk as ablution facilities. The DA has tried for years now to address this issue with the Tshwane Council, however, the ANC-led council does not deem it important enough to do something about it. The only solution will be to get a new local government.
