Municipal Dermarcation Board consults with the public
Various stakeholders were given a chance to submit proposals to the Municipal Dermacation Board of South Africa
SECUNDA – The Municipal Demarcation Board of South Africa (MBD) held a public consultation meeting at the Lillian Ngoyi Centre recently.
MBD is an independent authority responsible for the determination of municipal boundaries.
The Board’s status is protected by Section 3 of the Local Government: Municipal Demarcation Act, 1998, and various judgments by the Constitutional Court.
In addition to the determination and re-determination of municipal boundaries, the Board is also mandated by legislation to declare the district management areas, to delimit wards for local elections and to assess the capacity of municipalities to perform their functions.
The Board’s vision is the progressive realisation of ideal structures of local government that are spatially integrated, institutionally sound, functionally viable and developmental in orientation.
Its mission is to perform its functions and to exercise its powers in such a manner as to empower municipalities to fulfil their constitutional obligations, primarily the provision of democratic and accountable local government, and effective, efficient and sustainable service delivery within sound boundaries.
The purpose of the public consultation was to work through the draft ward maps, to give the public and councillors an opportunity to indicate which draft wards are acceptable and to give them an opportunity to submit alternative proposals for consideration by the MBD.
The facilitator explained the delimitation criteria and general guidelines and said there is a defined criteria to determine a number of wards within municipal boundaries.
She also gave a brief overview about a specific number of wards for a municipality as published by the provincial MEC, making use of the minister’s published formulae.
