GMM capital expenditure increases to more than R207-m

SECUNDA – Ms Lindi Masina, executive mayor, presented the adjusted budget that decreased by 3 per cent.
The Govan Mbeki Municipality has approved the budget of more than R1.5 with the operating expenditure of more than R1.8 billion, leaving the municipality with a deficient of R240 million and out of which more than R141 million was on capital expenditure.
Ms Masina said the adjusted operating revenue budget of more than R1,5 billion and the more than R1,5 billion operating expenditure left the municipality with a surplus of R7.362 million.
The capital expenditure has increased to more than R207,354 million.
Contracted services have been decreased by R30,9 million, bulk purchases by R34,409 million, depreciation by R132,357 million and general expenses by R107,181 million.
“Very crucial, is that our repairs and maintenance has been reduced by R48,699 million.
“This is informed by the performance of this vote over the past six months.”
Gains on disposal of tangible assets are reduced by R45 million, fines increased by more than R17 million, property rates by R54,808 million and services charges by more than R35 million.
Ms Masina said the increase in the capital budget has been informed by the additional R90 million from the Department of Human Settlement and R10 million from the Department of Energy that this is going to focus on the implementation of smart metering, especially in big business.
More than R15 million from Sasol will upgrade the electrification of eMbalenhle.
“Our repairs and maintenance budget should focus more on our road maintenance, as well as public lighting so as to also assist our community against crime when it is dark.
“We want administration to think creatively and normatively in the midst of the budgetary challenges that our municipality is currently grappling with.
“We are cognizant of the fact that we have been operating through the cut budget which has not been an easy task for our officials hence we are calling for out of the box creativity and innovative thinking from everyone in the administrative wing.”
